  • Smoking materials are frequently cited as the cause for fires. According to NFPA, 16,500 fires were caused by smoking materials in 2016, down nearly 77% since 1980. The introduction of smolder resistant furnishings, Fire Standard Complaint (FSC) cigarettes, and decreases in cigarette consumption has reduced the propensity for these events in recent years, but not eliminated them. This course will provide a review of the thousands of cigarette ignition trials conducted at the ATF Fire Research Laboratory over the last 20 years, with a focus on how the fire investigator should consider smoking materials when determining the cause of fires

Instructor Bios

ATF SA/CFI Stephanie Keninitz, Ph.D. student yr. 2

SA/CFI Keninitz – Special Agent Certified Fire investigator Stephanie Keninitz has been with the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) since 2011. She is assigned to the Dallas Field Division. She has been a parttime member with ATF’s National Response Team since 2018. Prior to her employment with ATF, she was an agent with the Drug Enforcement Agency. Stephanie is currently pursuing her PhD at Oklahoma State University.

ATF SSA/CFI Dawn Dodsworth, Ph.D.

Supervisory Special Agent/Certified Fire Investigator Dawn Dodsworth has been with the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) since 2008.  She has been in the ATF Certified Fire Investigator (CFI) program since 2012 and has served in that capacity in the Boston, Louisville, and Seattle Field Divisions.  She is also an IAAI CFI.  Prior to her promotion, she was a member of the ATF National Response Team (NRT) and the ATF International Response Team (IRT).  SSA/CFI Dodsworth is currently the group supervisor for all Arson and Explosives assets within the Seattle Field Division. She has also been designated as the ATF Seattle Division Response Team Commander; responding to, assessing, and managing large, complex fire/explosion/mass casualty incidents located within the ATF Seattle Field Division Area of Responsibility (which includes the states of Washington, Oregon, Idaho, Alaska, Hawaii, and Guam).  Dr. Dodsworth sat on the IAAI Board of Directors – West Virginia Chapter and currently serves on the IAAI Board of Directors – Washington Chapter.  She also is a member of the NFPA 1030 Technical Committee.  Dr. Dodsworth served as a structural firefighter for 10 years and a wildland firefighter for 15 years in the State of New Jersey.  She holds a Doctor of Philosophy Degree in Forensic Sciences from Oklahoma State University.

ATF Senior Research Engineer Jonathan Butta, P.E.

Jonathan Butta, P.E. currently works as a Fire Research Engineer with the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) Fire Research Laboratory (FRL), located in Beltsville, MD. He graduated from the Department of Fire Protection Engineering at the University of Maryland with a Bachelor's of Science degree in May, 2012, and a Masters of Engineering in December of 2017. Jon has worked for the ATF FRL for eleven years, assisting with forensic laboratory fire testing and investigations. Jon is also a member of the ATF National Response Team (NRT), responding to large loss fire events nationwide.
